Burgess, R.I. R.O.I'. Burgess was a well-known Naval Artist, fishing being his recreation, it was a major one in the inter war years when he pursued it in Wales and Scotland whenever possible. He was born in Bombala, New South Wales, Australia, 1879, a Son of an officer in the Australian Navy, who being an artist himself encouraged Arthur to draw from an early age. Burgess completed a three-year apprenticeship with a Sydney architect and with an early talent in art and an interest in marine painting, used his leisure time to sketch in Sydney Harbour. Arthur James Wetherall Burgess later studied art in Sydney before he emigrated to England just after his 21st birthday and continued his studies in St Ives, Cornwall. Burgess began to make a name for himself as a marine painter, including work for the Illustrated London News, The Sphere, The Graphic and for shipping companies.
During the First World War he became Official Naval Artist for the Australian Government. From 1922 to 1930 Burgess was art editor and principal artist of Brassey's Naval and Shipping Annual. He was also commissioned by the Illustrated London News to record the growing inter war interest in winter sports in the Swiss Alps, thereby Alpine paintings joined marine ones in his exhibiting record. In both 1928 and 1932 his work featured in the Olympic art competitions. Burgess became an official Australian war artist for the Second World War, also being commissioned by various ship owners to paint their merchant ships and convoys in ports all over the country. Having made rough sketches, he would returned to his studio in Ludlow to complete the finished paintings. After the war Burgess spent his last years largely recording activity in the Thames and the London Docks, dying on 16th April 1957, aged 78.

Works by Burgess are held by the National Art Gallery of New South Wales in Sydney and several British public collections, including the Imperial War Museum, the National Museum of the Royal Navy, and the National Maritime Museum.
